Response to federal actions

Dear university community, 

I write today to provide an update on Michigan State University’s approach to addressing federal executive orders and directives impacting higher education. These developments have not changed our core principles and values. While I don’t have all the answers right now, I do want to reinforce that supporting our community remains a top priority.  

As I shared last month, we have created several Rapid Response Teams to carefully consider these federal actions, with a focus on policy, financial and legal impacts on Michigan State. These experts are at work, and I’m grateful for their time and commitment. Given the pace, volume and extent of changes, combined with related lawsuits, injunctions and in some cases reversals of earlier actions, our teams will need time to review information and consult with industry partners and our representatives in Washington, D.C.  

To keep the university community informed, this webpage includes pertinent information for your awareness. Leaders will also continue to communicate directly with members of the university community and affected groups, but I ask for your patience and understanding that the rapidity of actions will sometimes make it difficult to communicate on every action to the entire university. 

As recently as Friday, the National Institutes of Health, or NIH, announced an indirect cost rate cap for new and existing grants. This significantly impacts the important research happening in projects across many units and in turn impacts communities across our state and around the world. Several state attorneys general, including Michigan’s, have filed for a preliminary injunction, and we are monitoring this situation closely. The Office of Sponsored Programs is providing additional direction to impacted NIH projects. 

Amid all these announcements, we will continue to uphold the mission of this public land-grant institution, the dignity and worth of all Spartans, and the commitment to foster an inclusive environment that supports world-class education; innovation and discovery; and service to our society. One hundred and seventy years ago, we were founded on the promise of democratizing education and uplifting our communities. We continue that mission today and welcome everyone to MSU, regardless of your identity, your background or your beliefs. We want you here with us and we will support your pathway and your success. 

As a leading global public research university, we will continue to conduct groundbreaking research, catalyze innovation and drive economic growth that strengthens our state and nation. As a talent activator, we will continue to prepare the next generation of engaged citizens and leaders. As a proudly public institution, we will continue to address issues of public concern and model civil discourse so diverse viewpoints can be shared and better understood. And we will do this together. 

We are Spartans, and together as one community, we will continue to advance our mission, support our collective success and make our world a better place.
